The “People’s Governor” of Donetsk, Pavel Gubarev, who is a political prisoner, said that preparations for a referendum on the independence of the “Donetsk People’s Republic” had already begun, and suggested that, based on its results, the federal state “Novorossia” be created in the southeast of Ukraine.
