President of Ukraine Yanukovych V.F. Dear Victor Fedorovich! Peaceful Crimea is extremely alarmed by another surge of violence in the center of Kyiv. The massacre on the streets of the capital proves that the opposition perceived the numerous concessions from the authorities as a sign of weakness, and used the amnesty law as a respite before a new attempt to seize power in the country by force. Militants from the VO “Svoboda”, “Right Sector” and other extremist organizations announced a general mobilization and call on people with firearms to go to the barricades. There are already the first victims of their criminal acts: on February 18, innocent people died at the hands of unrestrained bandits. These are no longer the peaceful protests that opposition leaders and biased media constantly talk about, and not even riots. This is the beginning of a civil war, the threat of which the Crimean parliament has repeatedly warned. Today we demand from you, as head of state, decisive action and emergency measures. This is also expected by hundreds of thousands of Crimeans who voted for you in the presidential elections in the hope of stability in the country. There is still a chance to preserve the foundations of the constitutional order and the unity of Ukraine. Tomorrow it may not be. In the event of a further escalation of civil confrontation, the Verkhovna Rada of the Autonomous Republic of Crimea reserves the right to call on the inhabitants of the autonomy to stand up for civil peace and tranquility on the peninsula.
